Felicien is currently leading the Active Places Practice at Portas, focusing on the development of commercially viable sports facilities. He also supports major sporting event rights holders and hosts from bidding to delivery. Recently, Felicien has developed the business case for new Stadiums in the UAE and Saudi Arabia, set up and launched the Local Organising Committee for the largest Asian Confederation football competition, and developed a skateparks strategy for the city of Riyadh with an implementation pilot program. He has also developed the sports infrastructure strategy for a leading real estate developer in the UAE, led the 10-year strategy development for one of Saudi Arabia's first privatized football clubs, and created business plans for multiple sports assets on behalf of Saudi Giga Projects.
Before joining Portas, Felicien was the Director at PwC, where he led the Middle East sports practice. He developed the first Saudi National Sports Strategy in 2014 and worked on a wide range of sports engagements, including the Special Olympics 2019 Post-event report and the Bahrain International Circuit Strategy.
Felicien holds an MEng in Aerospace Engineering from Bristol University and an MSc in Air Transport Management from Cranfield University.
